Fractional CMO or agency?

Different jobs, often both.

A fractional CMO and a marketing or media agency aren’t competing for the same job. One sets direction; the other usually executes. Here is how they differ, what each costs, and when a business needs one, the other or both.

Businesses weighing outside marketing help often compare a fractional CMO with an agency as if the two were interchangeable. They’re built for different work. A fractional CMO is a senior leader, part of the week, who owns strategy, priorities and the plan. An agency is a team that plans, buys, creates and runs campaigns.

How each is built and paid

Agencies are paid largely for people’s time, often alongside a share of media spend or markups. Each agency employee is typically billed at two to three times their salary to cover benefits, overhead and profit. A fractional CMO is usually paid a monthly retainer for an agreed scope; published 2026 pricing guides put most retainers between about $3,000 and $25,000 a month.

Media agencies add another layer. When an agency buys media, part of its revenue can come from the media itself, through principal buys, rebates or fees folded into rates. That doesn’t make an agency the wrong choice. It does mean its recommendations aren’t always independent of what it sells.

What each does best

A fractional CMO is strongest at direction: setting priorities, building the plan and budget, choosing and managing partners, and holding the work to measurable goals. An agency is strongest at execution at scale: media buying, creative production and day-to-day campaign management.

Many growing businesses need both: senior direction to decide what to do, and an execution partner to do it. The risk is asking either one to do the other’s job.

Five questions to help you decide

1. Do you need direction or execution?

If you aren’t sure where to focus, senior direction comes first. If the plan is clear and you need hands to run it, an agency may be the right fit.

2. Who owns strategy today?

If your agency sets your strategy by default, an independent senior view can confirm it’s working for your business, not only for the agency.

3. What can you invest in leadership?

A full-time CMO in the U.S. averages $293,575 in total cash compensation, according to Built In, before benefits. A fractional CMO gives you senior leadership for a share of that, scoped to what you need.

4. What can your team carry?

If you have people to execute, a fractional CMO can direct them. If you don’t, you’ll need execution help too, from freelancers, an agency or new hires.

5. Whose interests does the advice serve?

An agency earns more when you spend more, and part of its revenue can come from the media, technology and partners it recommends. Even well-run agencies feel that pull. A fractional CMO with no media to sell, no commissions and no partner incentives gives you a trusted, independent view, with advice tied only to what grows your business.

When you need both

For many businesses, the strongest setup is a senior leader setting direction and an agency or team executing against it, with each held to clear measures. Strategy Butler has no media to sell, so its direction stays focused on what works for your business.

Questions to ask before you decide

  • Who on our side owns marketing strategy today?

  • Is our agency recommending what’s best for us, or what it sells?

  • Do we need more direction, more execution, or both?

  • What would senior leadership cost as a share of our marketing budget?
